IAEA: Iran Has Not Rebuilt Nuclear Facilities
International inspectors find no signs of Iranian nuclear site reconstruction, but uranium location remains unclear.

International nuclear inspectors have found no evidence that Iran has attempted to rebuild nuclear facilities damaged by American and Israeli airstrikes, according to the head of the International Atomic Energy Agency (IAEA), Rafael Grossi. Grossi told the United Nations Security Council on Tuesday that since June 2025, there have been no signs of repair or reconstruction efforts at the affected sites.
Damage and Inspections
Iran’s nuclear facilities, including Fordow, Natanz, and Isfahan, suffered extensive damage during American strikes in June 2025, according to the Pentagon. Former Director of National Intelligence Tulsi Gabbard previously stated that Iran’s nuclear enrichment program had been “obliterated” by the attacks, with entrances to bombed underground facilities sealed with cement.
Uranium Verification Challenges
Despite the lack of visible rebuilding efforts, the IAEA has not been able to verify the whereabouts of approximately 970 pounds (440 kilograms) of highly enriched uranium previously declared by Iran. Grossi emphasized that monitoring efforts cannot replace physical inspections, which have been hindered by the damage caused by military strikes.
IAEA’s Concerns and Calls for Cooperation
Grossi urged Iran to cooperate with inspectors and pursue diplomatic measures to restore confidence in its nuclear program. He noted that the agency cannot independently determine the current condition of many nuclear facilities without on-site verification.
Security Council and International Reactions
The IAEA Board of Governors recently referred Iran to the Security Council over alleged violations of nuclear safeguards, according to the British government. Russia and China opposed the meeting, arguing the Security Council lacked grounds to revisit Iran’s nuclear program. However, the proposal passed in an 11-2 procedural vote.
Iran’s Stance and U.S. Response
Iranian Deputy Ambassador Gholamhossein Darzi condemned the American and Israeli strikes, insisting Tehran’s nuclear activities remain peaceful. U.S. Ambassador Mike Waltz demanded that Iran explain its continued failure to comply with inspection obligations.
