Texas Agriculture Commissioner Sid Miller has announced new policy measures to block state grants for companies that hire H-1B visa workers, stating that taxpayer money should be used to support Texas workers rather than subsidize businesses that opt for foreign labor. Miller emphasized that Texas taxpayers work hard for their money and deserve to know that their funds are creating opportunities for residents, not subsidizing companies that choose to hire foreign workers over willing Texans.

Call for Statewide Action

In a press release, Miller challenged Governor Greg Abbott and other statewide elected officials to follow the Texas Department of Agriculture’s (TDA) lead by adopting similar safeguards across their agencies, grant programs, and economic development initiatives. He noted that Abbott has publicly declared taxpayer-funded employment should prioritize Texans and urged state leaders to examine their grant programs to close gaps allowing taxpayer dollars to flow to businesses employing H-1B visa holders.

Miller stressed that Texans deserve more than just rhetoric and called for concrete actions to ensure public funding supports Texas workers. He reiterated that every dollar comes from a Texas taxpayer and should be used in the public interest. The policy, which applies to grants directly administered by the TDA, does not restrict public or private Texas entities from receiving federal grant funds or participating in state-funded loan programs.

Investment in Workforce Development

Miller also highlighted Texas’s heavy investments in education, job training, and workforce development, arguing that it makes no sense to tell Texans to prepare for tomorrow’s jobs while ignoring how taxpayer dollars are used by businesses receiving public assistance today. He urged state leaders to review existing economic incentive and grant programs, increase transparency, and ensure public funding advances opportunities for Texas workers.

“My message to state leaders is simple: stand with Texas workers, protect taxpayer dollars, and make Texas families the priority,” Miller said.
