Vice President JD Vance outlines strategy to pass SAVE America Act and reform Senate procedures.

Vice President JD Vance has detailed his and President Donald Trump’s strategy to pass the SAVE America Act, outlining a plan to take over the Senate floor and eliminate the filibuster. During a recent interview with Daily Caller Editorial Director Vince Coglianese, Vance explained how the administration has ‘obsessively’ discussed ways to secure the legislation’s passage, despite ongoing challenges in the Senate.
Senate Floor Takeover Strategy
Vance described a scenario in which he would take over the chair of the Senate and fire the parliamentarian, a move that would allow for a significant shift in procedural control. He noted that this action would enable the overruling of the new chair, which would be himself, by a coalition of Republicans and Democrats. According to Vance, the strategy relies on securing the support of at least 50 senators, including several key Republican holdouts.
He emphasized that the issue is not with the chair but rather with a small number of Republican senators who have been voting with Democrats. Vance identified four key Republicans—Mitch McConnell, John Cornyn, Tom Tillis, and Lisa Murkowski—as potential allies in the effort to pass the SAVE America Act. He explained that if these senators joined Democrats, they could overrule the vice president, allowing the legislation to proceed.
SAVE America Act Stalls in Senate
The SAVE America Act has been stalled in the Senate for months, with bipartisan support proving elusive. Trump, who has made the legislation a top priority, has repeatedly called on Republican senators to support it. In June, he traveled to Capitol Hill for a tense meeting with Senate Republicans, which reportedly did little to advance the legislation. Sources indicate that the bill is unlikely to gain the necessary votes to move forward, despite the administration’s determination to find a path to passage.
Vance acknowledged that the administration has explored every possible avenue to get the act through, but ultimately concluded that the plan may not be viable. He described the proposed strategy as a ‘fun little ceremonial battle’ that would ultimately require replacing ‘mediocre’ Republican senators with more aligned ones, which he believes will happen through the upcoming midterm elections.
Political Implications
Vance’s comments highlight the growing pressure on Republicans to support the SAVE America Act, which aims to limit the power of the filibuster and shift the balance of power in the Senate. While the legislation remains stalled, the administration continues to push for its passage, framing it as a critical step in protecting American interests.
