On Monday, the election integrity community and the State of Georgia suffered a tragic loss with the passing of Mr. Joe Rossi, a pivotal figure in the fight for secure elections. Rossi, a retired executive from Houston County, passed away after a brief battle with cancer, marking the end of a dedicated life committed to ensuring election accuracy.

A Citizen’s Fight for Election Integrity

Although not a politician, Rossi was a citizen who took it upon himself to scrutinize ballot images, audit tally sheets, and public records. His meticulous work led to the discovery of over 6,000 duplicate and triplicate ballots being counted in the 2020 hand-count audit in Fulton County, following the initial machine count. These findings were confirmed by an investigation conducted by Governor Brian Kemp’s office in November 2021.

Key Role in FBI Investigation

Rossi was one of the key figures in the January 2024 search warrant executed by the FBI in Fulton County to obtain over 600 boxes of election records, primarily physical paper ballots, from the 2020 election. These records are still under investigation by the FBI.

Impact on Election Audit Discrepancies

During a March 2024 hearing, Rossi was asked by SEB member Dr. Janice Johnston to explain the audit discrepancies he discovered, including a 4,084 vote swing for candidate Joe Biden in Fulton County, based on the subset of mail-in ballots analyzed. This discrepancy was part of a broader issue where Biden was reported to have won Georgia by just 11,779 votes.

Uncovering Deliberate Actions

In a January 2026 hearing before the Georgia SEB, Rossi presented his findings, which removed any reasonable doubt that the duplicate and triplicate counting discrepancies in Fulton County’s November 2020 hand recount were due to “human error.” Instead, his evidence suggested a deliberate action to reconcile the discrepancies between the machine count and the hand recount.

Contributions to Major Investigations

Rossi’s critical work included co-authoring SEB Complaint 2023-025 with Kevin Moncla, which became a keystone in the FBI’s affidavit to obtain its warrant for the Fulton County election records. His findings and documentation were instrumental in shaping one of the most important investigations into election integrity in the nation.
