During an interview with Fox Business Network on Wednesday, Scott Kupor, Vice Chair of the White House AI/Super Intelligence Task Force, called for greater transparency in data center agreements, rejecting the use of non-disclosure agreements (NDAs) to address concerns over water and energy costs.

Rejecting NDAs for Water and Energy Talks

Kupor emphasized that data center builders should engage directly with local communities to address concerns about rising water and energy prices. He criticized the use of NDAs, stating that they do not serve the interests of either the industry or the communities affected by data center construction.

“I don’t think going in with NDAs does anybody any good,” Kupor said. “At the end of the day, what I see, when I look at the polls, is, if you go into those locations and you tell people, look, we get your concerns, we recognize the anxiety, we will deal with the water prices, we will deal with the electricity prices, so, essentially, think of it as rate guarantees on behalf of the data center providers,” he added.

Community Engagement and Workforce Training

Kupor also highlighted the importance of community engagement and workforce development. He suggested that data center providers should collaborate with local community colleges to train workers for the jobs that will be created by these facilities. “Once the kind of electricians and plumbers all leave after construction, there’s a whole set of network administrators and database administrators that will have to run these data centers,” he explained.

“I think this is solvable if the industry actually takes a smarter approach to how they’re doing it,” Kupor said, emphasizing the need for a more collaborative and transparent approach to data center development.

Call for Rate Guarantees and Energy Solutions

Kupor reiterated that the industry should focus on rate guarantees and other solutions that allow data center providers to bring their own energy sources. “These things can be solved by rate guarantees or, obviously, bring your own type opportunities for the data center providers,” he concluded.

The comments reflect a growing emphasis on the intersection of technology development and community impact, as the U.S. government seeks to balance innovation with public concerns over environmental and economic issues.
