On Monday, Egypt’s parliament approved a resolution authorizing President Abdel Fattah el-Sisi to deploy troops to Saudi Arabia to assist the kingdom in repelling attacks from Iran-backed Houthi insurgents in Yemen. The decision came after Sisi requested the authority last week, emphasizing that the deployment would be purely defensive in nature.

Defensive Mission and Legal Framework

The Egyptian constitution mandates that military operations outside the national border require parliamentary approval. On Monday, two-thirds of lawmakers voted in favor of the mission, with the Social Democratic Party abstaining due to insufficient details on costs and objectives.

Sisi chaired a National Defense Council meeting on October 18, where a resolution of solidarity with Saudi Arabia was passed. Officials have stressed that Egyptian soldiers would remain on Saudi soil and not be directly involved in attacks on Houthi targets in Yemen.

Regional Alliances and Houthi Response

Egypt is part of the ‘Regional 4’ or ‘R4’ alliance with Saudi Arabia, Turkey, and Pakistan. The country is also seen as a potential future member of the Mecca Joint Defense Agreement, signed by the other R4 nations in August 2026.

The Houthi insurgents expressed strong opposition to the Egyptian parliament’s vote. Mohammed Ali al-Houthi, a member of the insurgency’s politburo, called the decision a declaration of war against Yemen and a blatant act of aggression against Iran.

Despite the Houthi backlash, the Saudi government has not yet made an official request for Egyptian military support. The deployment, if approved, would mark a significant step in the complex regional dynamics involving Iran, Yemen, and Saudi Arabia.
