Three undocumented immigrants in Georgia are facing federal charges after being accused of casting illegal ballots in past federal elections, according to the U.S. Attorney’s Office for the Northern District of Georgia. The case is part of a broader federal investigation into non-citizens participating in U.S. elections, involving multiple agencies including the Department of Justice, Homeland Security Investigations, and the Georgia Secretary of State’s Office.

Individuals Charged

The three individuals, identified as Pauline Lewis, Gabriel Covarrubias, and Analiea Milliscent Eccles, are accused of violating federal election laws by voting without proper citizenship status. Lewis, a 65-year-old citizen of Antigua and Barbuda, is alleged to have cast absentee ballots in the 2020, 2021, and 2024 federal elections despite never becoming a U.S. citizen. Covarrubias, a 44-year-old Mexican national, is accused of voting in person under a false name during the November 2024 election and making false claims on a passport application. Eccles, a 43-year-old Venezuelan national with DACA status, is accused of voting nine times between 2008 and 2024 without ever attaining U.S. citizenship.

Legal Proceedings and Statements

Authorities have charged the individuals with voting as a non-citizen in a federal election, along with additional counts for making false statements on federal documents and falsely claiming U.S. citizenship. U.S. Attorney Theodore S. Hertzberg emphasized that voting in federal elections is a right reserved for U.S. citizens, and every illegal vote undermines the legitimacy of the electoral process.

“Protecting the integrity of U.S. elections requires enforcing the laws that govern who may lawfully participate,” said Ryan McSeveney, Special Agent in Charge of the U.S. Department of State’s Diplomatic Security Service Miami Field Office. “DSS is committed to working closely with our law enforcement partners to investigate allegations of unlawful voting and related document and identity fraud.”

Ellen Johnson, Acting Special Agent in Charge of HSI in Georgia and Alabama, added that foreign nationals voting in U.S. elections violates federal law and undermines public trust in the election system. “HSI will continue to work with our law enforcement partners to investigate illegal voting and protect the integrity of America’s immigration and election systems,” she said.

Ongoing Investigations

Federal and state officials reiterated that non-citizens are prohibited from voting in federal elections under U.S. law. They noted that investigations into illegal voting are ongoing, and the legal proceedings highlight the government’s commitment to upholding electoral integrity and immigration laws.
