Republican redistricting efforts in South Texas in 2025 failed to secure GOP gains, as Democrats swept key congressional districts in a stunning midterm election result. The shift, largely driven by Latino voters, marked a significant setback for the party’s redistricting strategy.

Democrat Wins Amid Latino Shift

Democrats captured four out of five newly drawn Republican-leaning districts in South Texas, with Latino voters playing a central role in the outcome. In the Rio Grande Valley, Democrat Tejano singer Bobby Pulido unseated two-term Republican Rep. Monica De La Cruz, a key GOP hold. President Donald Trump would have won the newly drawn district by 18 percentage points in the 2024 presidential election, according to Cook Political Report, yet De La Cruz won by 14 points.

In Texas’ 23rd Congressional District, Democrat Katy Padilla Stout defeated Republican Brandon Herrera, marking the first time a Democrat had won the district since 2012. Bexar County sheriff’s deputy Johnny Garcia also won against Republican Carlos De La Cruz, Monica De La Cruz’s brother, in the newly redrawn 35th Congressional District, which Trump carried by 10 points in 2024.

Incumbents Re-elected, Shift in Voter Support

South Texas Democrat incumbents Rep. Henry Cuellar of Laredo and Rep. Vicente Gonzalez of McAllen also secured re-election, further solidifying Democratic control in the region. The shift in voter support, particularly among Latino communities, was attributed to dissatisfaction with the Biden administration’s handling of the U.S.-Mexico border crisis and a broader desire for change.

Jon Taylor, a political science professor at the University of Texas at San Antonio, noted that Republicans may have underestimated the swing nature of Latino voters. “They should be viewed as swing voters,” Taylor said. “Republicans assumed Latino voters would remain loyal, but the reality is different.”

Democrats Focus on Change and Cost Reduction

Texas Senator-elect James Talarico attributed the Democratic success to a renewed focus on Latino voters, emphasizing that national Democrats had neglected the community. “We took the Latino vote for granted,” Talarico said. “These voters are looking for change and it’s why they supported President Trump in the last election and why they supported me in this one.”

Talarico highlighted the growing demand for cost reduction and economic improvement as key factors in the election outcome, reflecting a broader shift in voter priorities across Texas.
