The U.S. Treasury Department has officially announced the designation of 6,576 census tracts as Qualified Opportunity Zones (QOZ), effective January 1, 2027. These designations, made possible by the 2025 Working Families Tax Cut legislation, aim to incentivize private investment in economically distressed areas across the country.
Opportunity Zones, first introduced in the 2017 Tax Cuts and Jobs Act, have already attracted over $110 billion in private-sector investment. The program offers investors tax advantages, including deferred capital gains tax, potential step-ups in tax basis for long-term holdings, and a complete exemption from capital gains tax if investments are held for at least 10 years. These incentives are designed to foster job creation and long-term economic growth in underserved communities.
Of the 6,576 designated tracts, 2,594 are located in rural areas, reflecting the enhanced incentives for investment in rural communities added by the 2025 legislation. Treasury Secretary Scott Bessent emphasized the importance of these zones in providing long-term certainty for investors and local leaders, enabling them to commit capital to communities that have historically been overlooked.
IRS Chief Executive Officer Frank J. Bisignano added that the expansion of Opportunity Zones under the Working Families Tax Cut legislation has provided states with an opportunity to attract long-term investment into rural and economically distressed areas. The IRS and Treasury are working to ensure that targeted investment and growth are directed to the communities that need it most.
These new designations are expected to further stimulate economic development, create jobs, and promote sustainable growth in areas that have faced significant economic challenges. As the program moves forward, the focus remains on maximizing the benefits of Opportunity Zones for both investors and the communities they serve.
