Former Vice President Kamala Harris is reportedly laying the groundwork for a potential 2028 presidential campaign, according to a Wall Street Journal report. While she has not officially decided to run, she has taken several steps that suggest she is considering a bid, including engaging with major donors, hiring staff, and traveling to key battleground states.
Engaging with Donors and Building a Team
Harris has appeared at multiple private California fundraisers ahead of the midterms and joined a Democratic National Committee get-out-the-vote call, urging over 2,000 volunteers to knock on doors across a dozen states. She has also assembled a team of advisers, including chief of staff Candace Bond and communications director Eduardo Negrón.
Financial Support and Fundraising
The Harris Victory Fund raised over $10.3 million between January and September 2025, with $8.5 million coming from contributions under $200, according to FEC filings. Despite this financial backing, some donors have expressed skepticism about a 2028 bid, with one donor stating, “I think it is too early to pick a favorite in the 2028 race, but Kamala Harris will not be my candidate.”
Family and Political Support
While some in her orbit remain skeptical, her husband, Doug Emhoff, has privately expressed a preference that she not run, though those close to him expect he would support a campaign if she decided to pursue it. Democratic presidential nominee Vice President Kamala Harris has also received strong support from other potential candidates, including California Governor Gavin Newsom, who called a two-Californian primary a “gift from God for everybody else.”
Public Statements and Political Strategy
Harris has publicly tied her plans to the 2026 midterms, stating that the next cycle depends on this one. At a NAACP event in Michigan, she told attendees, “I have not decided if I’m going to run again. I do sincerely believe ‘28 won’t matter if we don’t get through ‘26.’”
Political Standing and Future Prospects
Despite recent setbacks, including losing the 2024 election to Donald Trump, Harris still leads most hypothetical 2028 Democrat primary polls and retains strong support among Black voters. Her potential bid comes after a 2024 cycle in which she secured the nomination without an open primary following President Joe Biden’s abrupt exit.
