A new survey reveals that a majority of Americans support requiring voters to show a valid photo ID and proof of citizenship to cast their ballot. The Harvard-Harris survey, conducted in September 2026, found that 82% of respondents across all political affiliations agree that such measures should be in place.

Partisan Support for Voter ID Measures

The survey highlights a strong consensus across party lines, with 95% of Republicans supporting the requirement for a valid photo ID to vote, compared to 73% of Democrats and 78% of independents. Similarly, 79% of respondents supported requiring proof of citizenship to vote, with 95% of Republicans, 66% of Democrats, and 75% of independents in favor.

Furthermore, 72% of respondents expressed support for tightening voter ID requirements ahead of the 2026 Congressional midterm elections. This included 92% of Republicans, 56% of Democrats, and 68% of independents, indicating a broad-based agreement on the need for enhanced voter verification.

Political Strategy and Legislative Action

The survey was released in the context of Vice President JD Vance and President Donald Trump’s discussions on a plan to take control of the Senate floor to pass the SAVE America Act. This legislation mandates the presentation of a valid ID and proof of citizenship to register to vote in federal elections and directs states to remove non-citizens from their voter rolls.

Vance outlined a strategy to potentially remove the Senate parliamentarian, a move he claims would allow the party to eliminate the filibuster and pass the SAVE America Act. He emphasized that the main issue is not the chair of the Senate, but rather the number of Republicans who are voting with Democrats.

Despite the strategic planning, Vance noted that the plan has not been pursued recently, as it was deemed unlikely to succeed. However, he stressed that the strategy has been thoroughly considered and could be implemented if the right conditions are met.
