Missouri AG Investigates ActBlue Over Foreign Funds and Fraud Risks

Missouri’s Attorney General, Chris Hanaway, has launched an investigation into ActBlue, a major Democratic fundraising platform, over allegations of foreign money, fraudulent donations, and internal misconduct. The probe centers on potential violations of the Missouri Merchandising Practices Act, including fraud, misrepresentation, and unfair business practices.
Foreign Contributions and Fraud Concerns
According to a press release from Hanaway’s office, the investigation follows a report from the U.S. House Committee on Administration, which forwarded information about ActBlue’s conduct to the AG’s office. The focus is on whether ActBlue sent funds raised through fraudulent contributions to Missouri political offices, campaigns, or committees. ActBlue, which serves nearly 23,000 Democratic candidates and groups, raised nearly $1.8 billion for progressive causes in 2025.
Recent reports suggest that ActBlue may have received and used money directly from foreign sources due to flawed donation verification processes. The platform is also suspected of receiving donations through prepaid or gift cards, which are difficult to trace and have been used by foreign donors to conceal contributions. There are also concerns that fraudulent contributions are being made under false identities or on behalf of others without their knowledge.
Internal Misconduct and Whistleblower Complaints
The AG’s office is also examining multiple resignations, terminations, and whistleblower complaints. Employees who raised concerns about fraud-prevention systems or objected to internal decisions may have been suppressed or punished for speaking out. Hanaway emphasized that political fundraising must not become a pathway to deception, influence, or special treatment.
“When political fundraising is compromised, public trust and the foundations of our democracy are put at risk,” Hanaway said. “Missourians deserve a political system built on honesty and confidence that campaigns are not being financed through unlawful foreign sources.”
ActBlue to Provide Documents by October 8
ActBlue has until 10 a.m. Central on October 8 to turn over documents, communications, and internal records. The investigation aims to determine whether any money raised through questionable contributions ended up in Missouri campaigns or committees.
