An elderly woman from Orange County, California, has been charged federally after allegedly running over her 9-month-old puppy with a minivan. Hahn Nguyen, 75, of Anaheim, is facing seven years in prison under the PACT Act for the alleged act of animal cruelty.

According to a Ring camera, Nguyen pulled over her minivan in a Santa Ana neighborhood, placed the puppy on the pavement, dumped a pile of dog food, and then drove away, running over the dog in the process. The Santa Ana Police Department used license plate reader technology to identify and locate Nguyen.

Nguyen planned to abandon the dog at a park but allegedly told her boyfriend the puppy had been run over without revealing she had done it herself. The boyfriend was reportedly annoyed that the puppy was chewing his shoes.

“Today we are announcing federal charges against Hanh Minh Nguyen, 75, of Anaheim, under the PACT Act for luring a puppy under her minivan with food, then deliberately driving over and killing him,” said First Assistant US Attorney Bill Essayli.

“President Trump signed the 2019 PACT Act into law, expanding previous federal legislation by making severe forms of animal cruelty federal felonies,” Essayli added.

Orange County District Attorney Todd Spitzer also charged Nguyen with felony animal cruelty and felony animal abuse with a felony enhancement for personal use of a weapon. Spitzer emphasized that violence, whether against humans or animals, will be prosecuted to the fullest extent.

“This act of violence not only ended the life of an innocent puppy, but it also inflicted trauma on every single person who came across the video footage of the murder of an animal,” Spitzer said in a statement.

“Violence is not a singular act. It inflicts pain and suffering on those who are subjected to it and on those who witness it. As the elected District Attorney of Orange County, I refuse to accept a society in which violence of any kind is acceptable,” Spitzer continued.
