Democratic strategist Mark Penn has warned that the party faces a difficult path in holding the Senate during the upcoming midterm elections. In an appearance on Fox News, Penn, who served as Bill Clinton’s chief pollster and later advised Hillary Clinton, predicted that Republicans are likely to retain control of the upper chamber.

Turnout and Inflation Key Factors

During the interview, Penn emphasized that while current polls are closely contested, the outcome will depend heavily on voter turnout and public sentiment toward the economy. He noted that midterms typically see a drop in turnout, with around 40 million fewer voters compared to presidential election years.

“The polls here are neck and neck virtually everywhere,” Penn said. “So I wouldn’t say that you could pick a winner or a loser now. I think attitudes towards the economy in the next couple of weeks and turnout are going to be the two critical factors.”

Republican Advantage in Campaign Spending

With the GOP having a significant financial advantage, Penn suggested that Republicans are well-positioned to influence the outcome. “Get out the vote to me is one of the two critical factors,” he said. “Turnout is far more important in the midterms.”

Penn also highlighted the importance of mail-in voting, which remains a strong asset for Democrats. However, he warned that Republicans need to either match this advantage or find ways to mobilize voters in person. “That’s a real hurdle, and nobody on the right should pretend otherwise.”

Message on Inflation

Penn provided Republicans with a clear message on inflation, noting that under President Trump, the rate was 3%, while it reached 8% under Biden. “You want it to keep going down or you want 8%?” he asked, suggesting that this could be a powerful campaign point.

He also acknowledged the transformation of the Democratic Party, stating that it is now a different entity with different candidates. “It’s a very different party with some very different candidates at this point,” he said. “And sometimes it just takes a drubbing to get back common sense.”

Despite the uncertainty, Penn remains confident that Republicans will hold the Senate, citing weak Democratic candidates in key states like Maine and Michigan. While nothing is guaranteed, the GOP appears to have the resources and messaging to influence the outcome.
