Pennsylvania Governor Josh Shapiro has been elected to serve a second and final term, defeating Republican challenger Stacy Garrity in a race that saw him secure a decisive victory. The Associated Press called the race in Shapiro’s favor after he won with 201,330 votes, or 81%, while Garrity received 43,077 votes, or 17%. The race was called when 4% of the total votes were tabulated.
Education and Economic Priorities
As a Democrat, Shapiro made education a central focus of his administration. During his tenure, he expanded K-12 public school funding by nearly $3 billion, directed almost $375 million toward school mental health needs, and reforming charter school oversight and funding. He also made school breakfasts free for all students, emphasizing accessibility and equity in education.
Shapiro also attracted major private investment in Pennsylvania’s economy, with his administration announcing $25.6 billion in private-sector investment and over 12,400 jobs created by October 2025. His efforts to boost the economy were complemented by his swift response to infrastructure challenges, including the reopening of the I-95 highway just 12 days after it collapsed in 2023. The administration claims Pennsylvania repaired more structurally deficient bridges in 2023 than any other state.
Policy Divergences with Trump and GOP
Shapiro’s policies have clashed with Republicans and the Trump administration, particularly on issues like abortion and SNAP benefits. He supports abortion rights, which contrasts with many GOP candidates and voters, and he opposes Trump-backed restrictions on the Supplemental Nutrition Assistance Program (SNAP). President Donald Trump fully endorsed Garrity ahead of the midterms, highlighting the political divide.
Garrity, a Trump-backer, focused on energy independence and slashing utility bills by 15% to 25%. She also proposed the Homeownership and Opportunity for People Everywhere (HOPE for PA) initiative to provide property tax rebates for homeowners. Her campaign emphasized transparency, including voter identification laws and efforts to root out fraud.
Political Commentary and Voter Sentiment
Garrity criticized Shapiro for his past focus on increasing state spending rather than addressing fraud, a claim Shapiro had made as attorney general. She argued that more spending was not the solution to the state’s challenges, advocating instead for fiscal responsibility and transparency in governance.
