California Governor Signs Ten New Gun Control Laws

California Governor Gavin Newsom (D) signed ten new gun control bills into law on Saturday, marking a significant expansion of state firearm regulations. Among the measures is a law aimed at preventing 3D printers from producing firearms, addressing concerns about ‘ghost guns’ that can be made without serial numbers or background checks.

Blocking 3D-Printed Firearms

The Firearm Printing Prevention Act (AB 2047) requires consumer 3D printers sold in California to incorporate technology that identifies and blocks attempts to print firearms or illegal firearm parts. Everytown for Gun Safety, a group affiliated with Mike Bloomberg, praised the legislation as ‘groundbreaking.’

Enhanced Firearm Safety Training

Senate Bill 948 expands California’s Firearm Safety Certificate (FSC) requirements, mandating a minimum four-hour training course beginning in 2029. The course includes live-fire exercises and state-prescribed classroom instruction, according to the NRA-ILA.

Expanded Data Sharing Framework

AB 1743 expands the state’s firearm owner’s data-sharing framework by increasing access to information in California’s Automated Firearms System and related databases, enhancing transparency and law enforcement capabilities.

New Firearm Prohibition Offense

Senate Bill 1220 adds a new firearm-prohibiting misdemeanor to California’s list of offenses that trigger a 10-year firearm prohibition, further tightening gun control laws.

Newsom’s office highlighted California as the ‘No. 1 state in the nation for gun law strength and effectiveness,’ emphasizing the state’s proactive approach to firearm regulation. However, the press release did not reference FBI data indicating that California was also the top state in ‘active shooter instances’ in 2021 and 2023.
