Ceuta, the Spanish North African exclave, has unveiled a 448.48 million euro ‘War Budget’ for 2027 aimed at addressing the ongoing migrant crisis and restoring normalcy to the region. The budget, presented under the slogan ‘Ceuta is not for sale, Ceuta is defended,’ reflects the city’s determination to manage the consequences of the late July mass illegal migrant invasion and maintain essential services.
Priority Areas and Budget Allocations
Kissy Chandiramani, Councillor of Finance, Economic Transition, and Digital Transformation, outlined the budget’s four major priorities. These include the protection of residents by maintaining essential services and ensuring safety, restoring affected areas to return normalcy, sustaining local employment and investment, and seeking an adequate response from the Spanish government and the European Union.
The budget includes a seven million euro provision for extraordinary cleaning costs over the next five months and additional monthly expenditures between 300,000 to 400,000 euros for extra security personnel hours since the invasion began. A 4.3 million euro fund is also allocated for emergencies after January 1, 2027, to support recovery efforts in mountains, beaches, green areas, and neighborhoods affected by the crisis.
Uncertainty and Calls for Support
Chandiramani emphasized the uncertainty surrounding the situation in Ceuta before the end of the year and the start of 2027. She stressed the need for a ‘war budget’ to facilitate the functioning of the invaded city until normalcy is restored. The budget projections are described as conservative and balanced, but they must address the extraordinary situation.
Chandiramani also highlighted the need for the Spanish government and the European Union to provide financial support for the dismantlement of migrant shelters and subsequent cleanup costs. She warned that if the situation does not return to normal before January 1, 2027, the extraordinary budget measures will remain in place.
Future Elections and Responsibilities
Ceuta’s next local government elections are scheduled for May 23, 2027, with the new government expected to confront the city’s ongoing needs. Chandiramani reiterated the city’s commitment to seeking assistance from all necessary parties to ensure the well-being of its residents and the restoration of normalcy.
