Following a significant political shift in Texas, Houston Democrat Mayor John Whitmire has announced a rollback of local police cooperation with Immigration and Customs Enforcement (ICE). The decision comes after a ‘blue wave’ swept through the state during Tuesday’s election, reshaping the political landscape and influencing local policies.

Policy Change and Public Safety Concerns

On Friday, Whitmire signed an order limiting local police officers’ ability to contact ICE, allowing some illegal immigrants to walk free. ‘This is the right thing to do at the right time,’ Whitmire stated during a press conference. He emphasized that the new policy would improve public safety and reduce fear and anxiety among students and workers, even though the current administration remains in office for two more months.

Under the new order, ICE will only be contacted when local officers make an arrest of an illegal immigrant for a jailable offense who also has an administrative immigration warrant. If someone is pulled over and given a citation, local police will let them go, according to Houston Police Chief J. Noe Diaz Jr.

State and Federal Dynamics

The state requires recipients of public safety grants to work with ICE. If local authorities refuse, they forfeit the money and must repay every dollar received. Texas GOP Governor Greg Abbott warned that refusing to cooperate would result in losing public funds. Whitmire revised the ordinance after voting for it, ensuring it would not limit cooperation with federal immigration authorities required by state law.

Whitmire expressed hope that Houston’s new order would serve as a ‘model for Texas cities’ and mentioned recent contact with the new state leadership. The changes reflect a broader shift in local policies influenced by the election results and the new state leadership.

Political Reactions and Future Outlook

Texas Democrat Governor-elect Gina Hinojosa has also criticized immigration enforcement operations, vowing not to use Texas as a staging ground for operations that terrorize families. Her comments highlight the ongoing political tensions and the impact of the election on local and state policies.
