Cheryl Minter, the mother of Stephanie Minter, who was stabbed to death in a Fairfax County bus shelter on February 23, 2026, is calling for accountability after learning that local prosecutors repeatedly failed to act on the criminal history of the man accused of killing her daughter. Stephanie, who would have turned 42 this year, died in a brutal attack that Minter says was preventable if the decisions of Fairfax County Commonwealth’s Attorney Steve Descano had been different.

A Pattern of Leniency

Around the time of Stephanie’s death, Abdul Jalloh, the illegal immigrant accused of killing her, had already been arrested over 30 times for crimes ranging from rape and assault to fraud and drug possession. Despite these charges, Descano’s office repeatedly dropped or downgraded them, allowing Jalloh to remain free in the community. Minter says these decisions were not just failures of justice, but a pattern of leniency that led to her daughter’s death.

According to the House Judiciary Committee’s recent investigation, Descano’s office ignored at least 1,670 ICE detainers between 2023 and 2025, releasing criminal illegal aliens back into the community rather than handing them over to federal authorities. The committee’s review of over 1,100 cases found that at least 100 illegal aliens had their charges dropped or downgraded by Descano’s office, allowing them to avoid deportation and continue committing crimes.

One such case involved a man charged with felony rape of a child, whose charges were reduced to a misdemeanor and given a 90-day suspended sentence. Another case involved a serial fraudster whose charges were dropped or reduced, allowing him to remain in the community. Similarly, illegal aliens charged with malicious wounding and strangulation were allowed to “escape accountability and reoffend,” according to the committee’s findings.

System Failures and Police Warnings

Police had long warned that Jalloh’s release was a matter of “when,” not “if,” he would hurt someone again. In May 2025, after a stabbing victim identified Jalloh, detectives asked Descano’s prosecutors to fight to keep him in jail. A police major wrote to Descano’s chief deputy asking why Jalloh was already back on the street, expressing concern that his release posed a serious threat to public safety.

Despite these warnings, Descano’s office continued to release Jalloh. Minter says the system had thirty chances to stop him, but each time, the decision was made to let him go. Now, with the House Judiciary Committee’s findings, it’s clear that this was not an isolated case—it was a systemic failure that affected many families, including hers.

Testimony and Policy Contradictions

During a congressional hearing in May, Descano testified that his policy was about protecting green card holders and legal immigrants. However, in a September letter, he admitted that his policy may also shield illegal immigrants. This contradiction has raised serious questions about his testimony and the integrity of his office.

Descano’s office has also been criticized for its recent actions. This month, his office cut a deal for two men who pleaded guilty to murder by mob—one of them an illegal immigrant whose ICE detainers Fairfax had already ignored twice. They were sentenced to five years each, despite the severity of their crime.

Calls for Accountability and Reform

Minter is now leading a campaign to recall Descano, calling for his resignation and urging Virginia leaders to take legal action against him. Over 14,800 people have signed her petition on Change.org demanding accountability. The Department of Justice has already opened a civil rights investigation into his office, and with new congressional findings raising even more serious questions about his policies and testimony, Minter is calling on the DOJ to expand its examination of the evidence.

She wants the DOJ to determine whether federal laws were violated and to pursue every appropriate remedy, including enforceable reforms, criminal referrals where warranted, and sharing findings with Virginia authorities who have the power to pursue Descano’s removal. Minter says her daughter cannot be brought back, but those responsible for unlawful conduct must be held accountable.

“I’m not a political person. I never wanted any of this,” Minter said. “I’m a mother who had to bury her child. But I’ve learned that the man who campaigned on the idea that deporting a criminal is a perversion of justice built his whole office around that belief, and my daughter paid for it.”

On Stephanie’s birthday, Minter continues to speak out, vowing to keep speaking until the man who kept letting her accused killer walk is no longer in a position to do it to anyone else’s daughter.
