Two Canadian Armed Forces (CAF) members, Sachintha Fernando and James Moreau, have been arrested and charged with kidnapping, organized crime, and the theft of firearms and weapons. The arrests, made on August 11, 2026, led to their removal from military duties and restricted access to CAF equipment and facilities, according to a statement by Department of National Defence (DND) spokesperson Laura McIntyre-Grills.
Fernando and Moreau, both holding the rank of bombardier, are members of the 7th Toronto Regiment, a reserve unit of Canada’s 32 Canadian Brigade based at Toronto’s Moss Park Armory. The DND has not disclosed specific details about the allegations against the two soldiers, referring further inquiries to Toronto Police, which has yet to comment publicly.
Administrative Review and Military Response
The DND confirmed that the two individuals remain members of the CAF pending an administrative review, a formal process to assess matters that may affect their continued service while ensuring procedural fairness. The Toronto Sun explained that this review is a standard procedure to evaluate potential impacts on a member’s service status.
Canadian Army officials are reportedly cooperating with Toronto Police in the ongoing investigation. McIntyre-Grills noted that Fernando joined the CAF as a reservist in January 2020 but has not been deployed to any CAF operations. Moreau, who enlisted as a reservist in March 2018, was deployed during Operation LASER, the CAF’s response to the Coronavirus Pandemic.
Several Canadian outlets have sought additional information from Toronto Police regarding the charges against Fernando and Moreau, but as of Monday, no responses have been received. The lack of public details has raised questions about the nature and severity of the alleged crimes, as well as the potential implications for military discipline and accountability.
