A recent 2025 audit has uncovered severe financial mismanagement in the office of Minnesota Democrat Peggy Flanagan, revealing a pattern of illegal spending, noncompliance, and internal control failures. The audit, spanning from July 1, 2022, to December 31, 2024, found that Flanagan’s office operated with complete disregard for fiscal accountability, statutory spending limits, and basic recordkeeping.

Systemic Neglect and Unresolved Issues

Deputy Legislative Auditor Lori Leysen detailed 12 major findings, with four out of five relevant findings from a 2022 audit still unresolved. The audit highlighted a consistent pattern of neglect, including overpayment of separated employees and a lack of effort to recover misused public funds. Flanagan’s office claimed it was not in the public interest to claw back thousands of taxpayer dollars improperly handed to former staff.

Violations of Spending Limits

The audit also found that Flanagan’s office flouted transaction limits with state purchasing cards. Cardholders in her office deliberately skirted these rules by splitting large purchases into multiple transactions. For instance, $7,893 for flowers and $7,343 for furniture were made in back-to-back installments to bypass a $5,000 single transaction limit. The auditor’s office noted that internal controls failed to prevent these violations, as the cardholders had not signed updated use agreements since October 2015.

Errors and Missing Documentation

Additional findings included numerous basic math errors, missing paperwork, and double-paying state agencies. Flanagan’s staff overpaid invoices for state airplane usage after making mistakes on travel dates, according to documentation from the Minnesota Department of Transportation. Out of 40 tested employee reimbursements, 14 contained errors, such as miscalculated mileage, improper meal claims, and basic arithmetic mistakes.

Vendor Payments Lacking Documentation

Most shocking, 40 out of 41 vendor payments tested lacked completed documentation, including missing price quotes to prove competitive bidding and absence of packing slips or delivery confirmations proving the state actually received what it paid for. Minnesota Senate Republican Leader Mark Johnson criticized the audit, stating, “Overpaying employees, losing state property, and stiffing vendors for months—it’s no wonder massive fraud is exploding across state government.”

Political Implications

Flanagan, the party’s nominee for U.S. Senate, faces Republican Michele Tafoya to replace Democrat Sen. Amy Klobuchar in November. State lawmakers have also noted that the previous 2022 audit resulted in six major findings, five of which remained relevant, and Flanagan’s office failed to fully resolve four of them.
