Voters in Beaver, Luzerne, and Franklin counties reported ballot scanner failures during early voting, with ballots being stored in boxes for later scanning. These issues have raised concerns about election integrity and the reliability of voting systems.

Beaver County: Scanner Issues Reported

In Beaver County, a voter reported that the machine to scan ballots was not working, and ballots had to be placed in a box to be scanned after polls closed. Election integrity activist Scott Presler shared this report on X, noting the urgency of the situation.

Luzerne County: Scanner Malfunction and Ballot Storage

In Luzerne County, a screenshotted Facebook post described the Butler Township District 8 scanner having no ballot bin attached, so ballots went into a holding box. This was noted by Presler, highlighting the need for contingency plans in case of equipment failure.

Franklin County: Machine Down, Voters Turned Away

In Franklin County, a Facebook post claimed the machine was down at 7 a.m., some voters were turned away and could not return because of work, and ballots were later put “in a folder.” Presler pointed out that Franklin is a very red county, emphasizing the significance of these issues.

Scattered Reports of Scanner Issues Across PA

Votebeat Pennsylvania reporter Carter Walker noted on X that there had been scattered reports of machines jamming or not scanning across the state, but that he had not seen county-wide issues such as ballot shortages or improperly programmed machines.

Pennsylvania counties must have contingency plans for equipment failures, including emergency ballot boxes or folders at polling places so voting can continue while technicians address problems or ballots are scanned later. Luzerne County switched this year to a new Hart InterCivic Vanguard system that uses hand-marked paper ballots fed into scanners, after previously using Dominion touchscreen ballot-marking devices.
