Paramount’s Journalism Reforms Spark Political Firestorm

Paramount’s new journalism oversight measures face sharp criticism from Democrats, despite claims of promoting unbiased reporting.

When new ownership took control of CBS News, the company pledged to the Federal Communications Commission (FCC) that it would provide “fair, unbiased, and fact-based” reporting, with a diversity of political and ideological viewpoints. To ensure compliance, Paramount agreed to bring in an independent ombudsman to “evaluate complaints of bias” in the newsroom.

Democrats Sound the Alarm

The move sparked strong backlash from the political left. Senator Richard Blumenthal (D-NY) accused the FCC of launching an “unprecedented and illegal campaign to chill free speech and independent news reporting,” linking the ombudsman to “government censorship.” Jamie Raskin, the ranking Democrat on the House Judiciary Committee, criticized the ombudsman as a “newsroom ‘minder’” enforcing “Trump’s demands for more pro-Trump content.”

The Media Law Resource Center’s executive director called the appointment of a “bias monitor” the “most nefarious move,” arguing it “more directly violates the Constitution than any of the others.”

Settlement and New Oversight

Despite the controversy, the FCC did not censor anyone, and CBS agreed to the terms because “fair, unbiased, fact-based reporting” is the standard of good journalism. However, the same political figures who criticized the ombudsman remained silent when California’s Democratic attorney general, Rob Bonta, imposed conditions on Paramount’s merger with Warner Bros. Discovery (WBD).

Bonta and 11 other Democratic attorneys general sued to block the merger, which was recently settled. The agreement included a commitment to “independent, objective, fact-based reporting.” To ensure this, Paramount will create a “news editorial independent board” to “establish guiding editorial and journalism principles” for its news channels, including CBS and CNN.

The board will resolve disputes between CBS and CNN employees and management regarding alleged reporting bias or failure to meet agreed fairness standards. Critics argue the board is essentially a “bias monitor,” but the Democratic attorney general insists it reflects “journalistic best practices” and does not raise First Amendment concerns.

Shift in Media Landscape

For too long, CBS and CNN have been seen as arms of the Democratic Party. However, under Bari Weiss’s leadership, CBS is undergoing a transformation, and similar changes are expected at CNN. The goal is to provide reporting that is “straight down the middle,” not as a megaphone for one party or cause.

Having an internal public editor or viewer advocate can help reinforce this goal, and doing so does not raise First Amendment concerns, as argued by the Democratic attorney general. The same is true for the FCC’s ombudsman at CBS News. Both the ombudsman and the board should aim for the same goal: “independent, objective, fact-based reporting.”
