Texas Gets $7.5B from DHS for Border Security Costs

Texas Governor Greg Abbott has secured a historic $7.5 billion grant from the U.S. Department of Homeland Security (DHS) to reimburse the state for border security expenditures during the Biden Border Crisis. The funds, part of the State Border Security Reimbursement Fund, will cover costs incurred by Texas in securing the Texas-Mexico border.
Reimbursement for Border Security Efforts
Abbott deployed thousands of Texas Department of Public Safety troopers and National Guard members under Operation Lone Star to secure the border during the crisis. Approximately two-thirds of illegal border crossings occurred along the Texas-Mexico border during this period.
“Texas held the line when Washington would not,” Abbott said. “Texas taxpayers spent billions to stop illegal crossings, catch criminals, and seize deadly drugs.” The governor thanked President Trump and Secretary of Homeland Security Kevin Mullin for the reimbursement, calling it a victory for taxpayers.
Significant Step Toward Making Texas Whole
Texas Comptroller Don Huffines called the reimbursement a significant step in “making Texas whole” after years of state spending to secure the border following President Joe Biden’s refusal to enforce the law. “This money is coming back where it belongs,” Huffines said. He added that the funds, combined with growth in sales tax revenue, will strengthen the state’s position to deliver meaningful property tax relief next session.
Federal Program and Border Security Efforts
The reimbursement comes from the DHS State Border Security Reimbursement Fund, created in 2025 and authorized by President Donald Trump’s One Big Beautiful Bill. The program includes grants for states and local governments that spent funds on border walls, fencing, and efforts to interdict illicit substances and unlawful aliens.
Abbott is also seeking an additional $3 billion reimbursement from the Department of Justice for state expenditures in securing the border. The history of Texas’s border security efforts dates back to the Obama administration, when then-Governor Rick Perry ordered a surge of National Guard and DPS troopers to the border.
