President Donald Trump announced a new Fraud Whistleblower Incentive Program on Tuesday, offering whistleblowers a 1% commission on funds recovered from fraudsters. The initiative was unveiled alongside Vice President JD Vance and independent journalist Nick Shirley, who has previously exposed alleged fraud at the ‘Quality Learning Center’ in Minnesota.

Program Details and Public Access

Trump emphasized that any American, including journalists, can report fraud through the newly created website, fraud.gov, developed by Chief Design Officer Joe Gebbia. The program is designed to incentivize citizens to report fraud, with the promise of a 1% commission on the recovered funds, regardless of the amount, as long as the whistleblower can prove their involvement.

“If you turn somebody in and you, let’s say, report, and you find a billion dollars, we are giving a commission to that person of one percent,” Trump explained. “It’s a lot of money, and if it’s $10 billion, $200 billion, $400 billion, we’re giving a 1 percent commission to that person. You have to prove that you were the one, and prove that it was you.”

Encouraging Media Participation

Trump also encouraged reporters to participate in the program, stating that they would need approval from their newspapers but would be eligible for the commission if they successfully report fraud. “You may turn it down, or you may say, ‘I’m not going to be a reporter any longer. This is too easy,’” he quipped.

Vance and Shirley’s Support

Vice President JD Vance noted that the idea for the commission came from a conversation with Trump about encouraging citizens to report fraud. “The president said, ‘Well, do a commission, do an incentive program. Actually reward people when they help save the country, but also save the American taxpayer a lot of money. Then they should get to share in the benefits that they’ve created,’” Vance recounted.

Vance also expressed enthusiasm about Shirley’s involvement, stating that the journalist has done more than anyone recently to uncover fraud. “Nick is going to get a financial reward for doing so. I know that’s not why he did it,” Vance added.

Shirley’s Perspective

Nick Shirley highlighted that there has never been a financial incentive for exposing fraud before. “But now finally people have an incentive to actually go out and expose fraud, and when you expose fraud, you help save America,” he said. “These fraudsters take from the poor and needy who actually need the services that we all work hard to pay for… and they then buy Mercedes, they then send that money overseas.”
