Former Homeland Security Secretary Kristi Noem has stepped down from her role as the U.S. Special Envoy to the Shield of Americas, the State Department confirmed on Thursday. Noem will now serve as a senior advisor to Deputy Secretary of State Stephen B. Landau, continuing her involvement in the administration’s efforts to coordinate security cooperation across the Western Hemisphere.

End of Envoy Role

Noem’s envoy designation expired last month, just before the United Nations General Assembly in New York, where she remained engaged in diplomatic meetings related to the Shield of the Americas initiative. A State Department official told CBS News that her envoy status has ended, though she remains active in the initiative’s portfolio.

Shield of the Americas Initiative

The Shield of the Americas is a coalition comprising the United States and several Caribbean and Latin American countries, established by the Trump administration earlier this year. The initiative focuses on economic collaboration, anti-cartel enforcement, and other security-related matters. Noem’s role in this effort has continued even after her transition from envoy to advisor.

Background on Noem’s Tenure

Noem was appointed as the Trump administration’s special envoy for the Shield of the Americas initiative in early 2023. She was previously fired as Director of U.S. Immigration and Customs Enforcement (ICE) in March 2023, following reports that President Trump was displeased with her decision to approve a $200 million limited-bid ad campaign.

Continued Engagement

Despite the end of her envoy role, Noem remains deeply involved in shaping the initiative’s strategy. Her new position as a senior advisor to Landau allows her to contribute to the administration’s broader security and economic cooperation goals in the Western Hemisphere. The Shield of the Americas remains an important part of the U.S. foreign policy agenda, with continued diplomatic engagement across multiple nations.
